I believe it's called the "marker" tone. It's activated when the channel is "closed" for a major incident (armed robbery, calls involving weapons, etc). It is just there to remind anyone who's not paying attention to the radio that there is something real important going on, and to refrain from transmitting - unless they are involved in the incident.
All other routine traffic will move to another channel.
SNOCOM (and many other local agencies) have been using this tone for years.
: tonight, tuesday, sno comm tac 1 is beeping every 31 seconds and all traffic has moved to tac 2.
