If it was a long, drawn-out incident, it could very well be that most of the on-scene units were using portables. Since nothing on SNOCOM is repeated, we may not have heard those units - only the SNOCOM beeping.

Just a theory, though...

: i thought it might be that but there was nothing going on tac 1 for hours.. and everyone was out on traffic calls and such (on tac 2), and snocom hasn't done this tone thing in the past.

: : I believe it's called the "marker" tone. It's activated when the channel is "closed" for a major incident (armed robbery, calls involving weapons, etc). It is just there to remind anyone who's not paying attention to the radio that there is something real important going on, and to refrain from transmitting - unless they are involved in the incident.
