If you look at the pages in Chapter 20's pdf, you see that they are labelled 'NWC' on each page -- and that exhibit 18 is actually at the end of that document, showing the AM fixed frequency assignments geographically (some kind of zone). Could the collection *be* the NWC you're looking for?

Also, the NMG documents referred to can be found at http://www.nifc.gov/news/nicc.html -- see the references at the bottom of the page.
