There are a lot of ham rigs that can be modified to TX in this range very easily. I have 2 yaesu HTs that I have freeband-modified to give me access to the FRS band. (Technically illegal, yes.) As a result of this software modification the radios can also transmit on some public service freqs. Which of course I never do, but my point is it isn't difficult to do at all if you are so inclined.
It would be a lot of fun to catch this guy. Wish I lived in the area. (I'm in King Co. near the zoo.)
If a few people in the area got together with directional antennas (sweep while checking S-meter), and had a phone tree for alerts, it should be possible to narrow down the origin very quickly.
