I would go conventional repeated. Make sure that you use 2 wirelined control repeaters. Set it up for voting. Put your comparator in Oregon. Lease lines from the radio sites you wish to use. Set up the comparator for repeat operation. Most repeaters also have an option called in cabinet repeat if the comparator fails. Seattle wouldd be able to talk to Seattle only in that case, but you would still have comms. Lots of luck with the FCC and $$$$ on this.
