What is being referred to here as "broadcasting" across the system we refer to as "requested sites." Normally the system acts as I stated above in that if there is no radio affiliated to the site you are monitoring, with the TG wanted selected, the audio for that TG will not appear on that site.
We can "adjust" that condition by making one or more sites "requested" for that TG. Each site that is requested will always carry that TGs audio, whether or not a radio with the proper TG is affiliated. This is terrible waste of resources and so is not a decision to be taken lightly. KC, VC, and EPSCA have made the decision this is necessary for a few TGs for some (what you might call major) TGs but certianly not all. And not all sites are requested for these TGs. Some of the requested sites may be the "biggies' and some may be much smaller sites that you may not consider monitoring. The number of the requested sites as well as which sites will vary depending on the needs of the particular TG.
I can tell you without hesitation that no non-Seattle TGs have the Seattle simulcast site requested and none of the Seattle TGs have non-Seattle sites requested.
Thus, to say the "major" TGs (don't know your definition of major, but I think I can come pretty close with an educated guess) are "always broadcast across the system" is inaccurate and can be quite confusing.
Perhaps this will shed a little light. Maybe it will only confuse more (not my intent). At any rate, that is how it works from the "Network Manager" point of view.
