Whose phone system? and why would you compare it to a system that isn't even up and running at this time?

Commercial FCC license? I don't see that endorsement on my card. When was the last time you had to pull that card out? I think your facts are pretty limited at this time. I just don't think you can compare a few problems other agencies are having throughout the U. S. to a system that hasn't even been built.
