: There was a recent article concerning the Washington State Patrol and their reception problems and fines by OSHA, but wsp is not 800 trunked. I also believe that rural King county has problems with reception in east king county on the 800 system. I've heard Seattle police use the emer button and they do have many accidental activations so I'm sure spd has the emer capability.
Technically though the UW police are commissioned state officers, and they are trunked (probably because they have a greater need to talk to SPD then to WSP). I don't know if the UW police are considered members of the WSP, since the WSP website does not mention the UW branch, but the UW police web site calls themselves a state accredited agency (http://www.washington.edu/admin/uwpd/index1.htm).
The CWU police website says that they are graduates of the Washington State Criminal Justice Training Commissions Basic Academy
