Who is this: 148.5875, . . . using a P25 emission ?

Weak signal in north Snohomish Co.

Industry Canada doesn't claim it.

Not certain just yet, . . . only captured a brief duration of voice.

Thought perhaps it might have been Jim Creek Naval Radio Station ( the VLF site ), . . . but again, need more signal time.
