Interesting question; how to balance Freedom of Information (openness) vs PD not being trolled vs rights of people on camera.
Can the PD just set up a server where all footage is available to anyone who signs up instead of having to read/issue written requests for each vid?

Police say scanner helped speeding driver avoid being stopped
