What was wrong with the old/current DPW system? Well, for starters, I distinctly recall last year sitting in a city-owned vehicle (with twinklies, even) playing with the radio. I couldn't hit the repeater that, IIRC, sits atop the water tower at 98th and James (where the old ValleyComm was). Problem was, I was less than a mile from it in an open parking lot. When it WAS working, it sounded like hell. I could go on, but I think the real issue you're having here is that it'll be Nexedge, and therefore not easily monitorable (sans DSD).
