That wrap (it was not painted on, it was a decal) job lasted only a few months from October till 2004 till March 2005. IIRC Amtrak got around $10K a month to have it on there. This was later on, at first they did not have the loco number on the side (it was covered by the decal) and that is not legal, as you can see there is an 84 just below the cab window in your picture.
