PL means Private Line, a trademark of Motorola. Its technical name is CTCSS...rather than typing a whole explanation, here is a web site that explains it -- http://www.eecis.udel.edu/~dra/pl.html

Many scanners -- the older ones -- typically do not offer it as a feature. There are many reasons I like it. Just to name one? In Western Washington, 155.295 is shared by a number of users and the only one I want to listen to is Airlift NW, medical helicopter dispatching. But 155.295 is also used by some school districts. So, by telling my Uniden 780 to "listen" to 155.295 when only a certain PL tone is programmed in, I don't have to listen to the school buses and only hear the helicopters. Another reason I like it is that in urban areas, there often can be interference on one frequency from other transmitters. "Turning on" PL for that frequency or user you want to listen to generally significantly reduces the interference. Hope that all helps?
