PL Tones are sub-audible (i.e. can't be heard) tones that are used as a way of limiting what receivers hear. Many scanner users don't use them because they cause the scanner to only open the receiver when the PL tone is heard.

An example may help. If you and I shared the same radio channel, 155.000MHZ, in this example, you could program PL code A (a hypothetical designation) in your radios and I could program PL code B in my radios. Although we share the same radio channel, 155.000MHZ, you would only hear radios with PL code A and I would only hear radios with PL code B.
