The 94 has 20 Storage Banks. 10 [BANK] for A Group and 10 [BANKS] for B Group - you can store up to 50 [CHANNELS] per [BANK] There is 5 Scan Lists per [BANK]
Say, [BANK] 1 in A GROUP (that includes all 50 CHANNELS) you reserved for [TRUNK] scanning ONLY. it must be reserved for MOT-I, MOT-II, EDACS, etc... Once the Trunk Frequencies are programmed, Now the TAG IDs can be programmed. Just make sure the Control channel and all the Sub Frequencies for the Control channel are programmed.
Set up [BANK] 2 (A/B Group) doesn't matter, for conventional Frequencies, as long as its not in [BANK] 1 of Group A, because from the example above, it was set-up for Trunk Tracking not Conventional.

BANK-1 of A Group, Scan List-1, CHANNEL 1-10
BANK-1 of A Group, Scan List-2, CHANNEL 10-20
