As Matt pointed out, it is BPA. I do not have details of their radio network, but it is fairly large in terms of coverage in Western and Eastern Washington. They bring up a number of repeaters with a long hang time, and typically initiate a call with 3-4 touchtones to call a particular person. You'll often hear them confirming that they will bring down a certain section of high-voltage line for maintenance. A helicopter is typically used also to perform maintenance on lines altho it sounds like this transmission had to do with them ferrying some folks around the area. They have large switching facilities in Snohomish and Monroe (East of Everett, WA, along US highway 2)
