Just for info I did figure out how to decode that "hex" basically it's standard hex, with a couple of exceptions, 1. strip the first 1 off of each number, and add a zero to the end. Run the number through a standard hex converter so the first number for example would be 191d w/o converion, would become 91d0, converted to decimal would be 37328. Thanks I'll try those.

: I dont recall the method for converting these to decimal but there is a way. you can also just program your radio as a type 1 system and then you will see the patch on the home radios id number anyways. this is what I do. hope it helps..
