I couldn't help to want a comment on your observation that the monitoring community will get the blame. No one should have fault with those of you who listen and engage in your hobby. The problem comes when those engaged in the hobby seek out and then post PL/CG tones on the web. Scanners don't require tones. Posting them on the web makes it much easier for the problem children with radios that have been modified, stolen or being used on a frequency without a license or proper authorization. Yes, I am aware that there are radios that show PL/CG tones, but at least the would be violator has to work for the info. Scanners are a good place to hear what's going on. Have fun!
