This is an known issue with some AWE64 Soundblaster Cards. Now a very long winded reply...I have looked at a lot of so called scanner recording software. Most of these utilities (with maybe the exception of the one bundled with WinRadio) are very limited. Without question, in my opinion, the best program to record scanner traffic is the shareware program "Goldwave". It simply kicks ass. It can be Dl @ http://www.goldwave.com I have used this for many years, and maybe theres better stuff out there (maybe gregs might chime in on this topic, i beleive he is a sound engineer and might have more insight) But here is why I think GW is great for scanning:

Its shareware, but no exp date...and fully open.
Multiple input options.
Level activation capability. Delay Capability
Allows for dynamic editing of the waveform..(i.e) hiss and humm removal.
More than 50 different save options...including 30kbs MP3!
Very User friendly...this is Pro software but the interface is very understandable.
