Who is "Cascade"?

I hear regular police type traffic (mostly vehicle reg. checks) on 166.6375.
It has a CW identifier which gives KOC550. The control station is "Cascade" and the units I've heard are like "Ida23" and "Ida17".

Any clues on this would be appreciated.
