I have that problem also. What I do is ignore what it sounds like and not bother to change frequencys.
I have changed all of them before, and to no avail with them.
What I would suggest is to leave it as is, and maybe try on another bank, to program frequencys from another site.
I know that Seattle PD and others do use VC, as I have heard them.
Maybe try to program site 2 or 3 into one bank and go from there...
