Jon, your original post indicated you wanted to listen to Mercer Island. Seems as if that is now happening with the EPSCA channels programmed.
Being a trunked radio system you will hear all of the users, including Mercer Island, if you don't limit your Talk Groups to just Mercer Island.
Said another way, if you select only the Mercer Island talk Groups that's all you will hear.
A final thought. Is your radio in Trunking mode? Or are you merely scanning the radio channels in a conventional scanning mode?

: I've been monitoring the below 'Mercer Island' Motorola trunk freqs and Talkgroups most of the day with a Pro-92B and am still hearing predominately Seattle and Bellevue traffic. Have reprogrammed the scanner repeatedly 'by the book' which does not appear to make any difference. Getting a little frustrated. ;
