there's a big diff between 800 MHz and 2Ghz, let alone upto 30Ghz. At those shorter freqs you can reflect and focus it like light. but when your focus dish has such a slight curve (compared to wave length of 850 Mhz (33cm)) you're doing nothing but bouncing trash around.

For the amount of energy you're willing to put into it, you would be better off building a 3 segment yagi, which would get a forward to rear ratio of about 3:1. while your dish would probly not produce any desireable results because your focal length has not even taken into acount wave length.

I too would love to find a use for my dorment mini sat dish. and i laugh everytime i see those cable TV commercials with the women serving a turkey dinner out of a sat dish.
