It is possible if you have the software from motorola. The problem is the radio tech that will put his job on the line programming Valley Comm's Trunk Service. If you pay someone enough they might do it, but it would be pricey. Also it would be illegal for a shop to do it as well, for the frequencies are FCC regulated and to have Transmissable access without FCC license would be illegal. If if you program a 2-way radio to not transmit. Yes you would think that if it's just receive it's the same as a scanner. I talked to a guy who is King County Police Officer and he was interested in doing the same for listening purposes only. He asked the County radio shop, they explained the same to him. And he is a Cop!! But i guess he still could probably have it done. But good luck, it would be pretty cool to actually have clean reception!!!!
