Finding repeater in/outs

I was wondering how I would go about finding the various inputs for a standard VHF repeater(besides trial and error!). I have the output (154.965) and an input with a PL that we use for SAR. Thing is that I'm hearing a Law Enforcement agency occasionaly using the same output for Car-Car type of talk. It's obviously coming through a repeater (I can tell by the sound) with a different input that seems to cover quite a large area, I think I heard them call it F7 or F11 one time. I wanted to find out what their input was just for interest sake to see who it is that we're sharing the freq. with. It is possible that they're using the same input as us with a different PL or DPL, but I doubt it. Is the only way to find repeater in/outs by going to something like PerCon with the output frequency and then looking up all of the associated WA frequencies by license? I've got some other repeaters I've been wanting to figure out as well... (yes I know PerCon and other searches won't tell me the PL or DPL they use)
