Dude..I hate to tell ya this. but that's not an antenna...The office I used to work in overlooked a JIB here in Kent, and I wondered the same thing for nearly 6 months, except this one had 4 of 'em (I was thinking PCS array at the time)...One morning I saw a crusty looking maintenance dude on the roof attaching a banner (something about a special) to the flat vertical parts of the devices...They're made just the right size to hold one of those banners..I later verifed it by asking the aforementioned crusty dude.
