I was on Mercer Island, and although sometimes I heard just noice on 170.9, I did hear loud and clear when used. Feel free to use the scanner on I-90 (unless it is base unit/mobile unit), or just try to park near the top of the I-90 lid.
: : A good place to watch is in the parking lot under the control tower at boeing field, there didn't seem to be alot of people there. I have acess to the ramp and to the top of a hangar.
