Talking to several tropper friends of mine in the Tri-Cities and they told me that they will use any and everything that they can get their hands on for the road rage unit. They want cars that people don't relize are cruisers. Sounds like you got stopped by one to me. They are after speeding and other aggressive driving. I know here in the Tri-Cities they are using a Taxi cab along with explores and Tahoes. Just keep your eyes out. I haven't heard of the out of state plates though. But like I said they will use anything and everything that they can use to get the aggressive drivers.
Saw a brown Tahoe with concealed strobes and rear window strobes on Hwy 12 just east of I-5 in Lewis County last month
