Having driven Air-9... The step-vans contain both oxygen cylinders and filtered/compressed air cylinders. The original intent was to be able to re-supply aid/medic units with oxygen, and also to provide replacement compressed air bottles for firefighters at the scene of a working fire.
I've been away from the dept. for about 10 years now, and am not current but it's very possible all of the 'air' units now have compressors for the firefighters breathing apparatus.
