WSP or ??? on 27.325mhz(Ch 32)

Last night I received a transmission from some police agency discussing
what ticket to issue a driver that had been pulled over. It sounded
like WSP as they talked of irratic driving on I5 in the Shoreline area.
I have heard of CB Ch 9,17 & 19 being used but have never intercepted
any police activity on any CB channel. Was this a harmonic or did I
actually hear WSP on Ch 32?
