These are for the mobile data terminals in the patrol cars. You will find that more and more UHF frequencies being licensed to the State of Washington for the State Patrol to use throughout the state.
When this system was first being tested they also explored the use of satelite link ups (as seen on many commercial trucks). However these were found to be too costly and very unreliable in adverse weather conditions.
The UHF system also has had its own problems with alot of "down" time...but those kinks have been solved. The troops may send "private" mail to each other on these systems as well as obtaining the typical registration and driver's checks.
Don't even think about decoding these transmissions either...they are encrypted and the software is impossible to get in the first place! So stick to listening to the VHF freqs. The Patrol is still dispatching "calls" over the VHF voice frequencies though.
