SFD designations: "Attack" vs "Engine"?

I have noticed that many of the SFD units which were formerly called "Engines" (such as "Engine 33") are now being dispatched as "Attack" units (such as "Attack 33"). I'm pretty sure that the same apparatus is being referred to. Does anyone know what the story on this is?
