On Scene Command Coordination Radio (OSCCR).

In Washington State is is licensed through the State DEM for use by various public safety agencies. The intent was to provide a single, universal, common, frequency for use by all responders, ( L.E., Fire, EMS, DOT, etc.) during a large scale incident or emergency occurance. It is available for "mobile" use ONLY under this "group" license.

Although many agencies have access to this freq, it typically is not used for it's intended purpose.
