417.200 has a repeater on VA (Seattle) and KGON Tower (PDX) that are linked together via wireline.
It is GSA FPS, the fed law enforcement agency responsible for patrolling Federally Occupied properties, and writing parking tickets at said facilities. Usually more of the latter.
