4016 is Seattle PD Command 5. You are correct that 4019 is 4016+3. I would bet you had it in your radio for WTO when they were patching King County groups to SPD groups.
As for ATG I don't listen to SPD often, but I believe all radio's monitor so multiple tac's can receive the same broadcast.

: Any idea what TG 4019 is in the KC system? I was going through my scanner cleaning up the programming and I found a channel that I have set to 4019. I guess it's 4016+3 (patch), but I'm not sure if that was actually used for something at some point or if I just made an error entering it.
