Not that I can tell. Not a single frequency is shared between Renton, Portland, and Stoughton. All the tones are different with the exception of Renton using D516 twice.
And I can't find any relevant license for any of Portland's freqs.

148.3750, 131.8pl - What I assume is a MARS repeater, hearing it key up occasionally and sometimes spitting out a Morse ID, but never hear any nets on it.

Repeater is probably up in the West Hills of Portland (Council Crest maybe?)

160.4250 MHz, DPL 251 - Someone setting up a repeater in the railroad band. Heard very well in the Aloha area.

Heard extensive coverage testing on Saturday (5/9/20) and mentions of voting receive sites.

No call signs or names yet. No confirmation of input channel.

143.4750 MHz, 156.7 PL - I have heard this as the Coast Guard Auxiliary repeater in Portland, also probably in the West Hills area (Council Crest or OHSU?).

I have heard nets on this in the past, usually around Rose Festival time.
