I got a scanner headphone out plugged into a computer line in.
The scanner sends a huge DC pop at the beginning of every transmission down the headphone line.
Anyone find or build a DC in line block?

Or I could fix it in software if I could run the the audio through a (free?) compressor/gate/delay.
Anyone know if such a software?

Radio Shack used to sell isolators with RCA jacks, as well as bare 600 Ohm transformers.

It probably won't do this on the MIC input...

This might work... it's just an in-line audio isolation transformer.

If it's like the one I had you get a huge drop in levels. So much so that I got rid of it.

Yep it's very possible... most high-end audio isolation units have various amplifier and attenuator features as well...

Match the impedances and the loss is negligible. A Ratshack 273-1380 (8 ohm to 1000 ohm) transformer will do. Mic input is often >1000 ohms however its close enough to work. Been there/done that many times... I've also used a 600 ohm - 600 ohm transformer with good results.
