Unlike "the old days", where radio based "hackers" were required to pull a stunt like this, nowdays the call box system has a customer confuser feature built right in.

The restaraunt has the option of playing a pre-recorded message when the vehicle loop sensor is triggered. My guess is this is exactly what happened.

Of course, I would never be a radio "hacker" and therefore have no first hand knowledge whatsoever of what could, or could not, be done by someone with a (im)properly programmed / modded radio sitting nearby in the lot.

One of the components of a mystery shop is how long it takes the order taker to respond once a vehicle has pulled up.
Some stores have resorted to cheating by playing a recording.
