Location: South King County or the beach, usually one or the other.
What is the status of the Portland trunked radio system for public safety. I have heard people talk about rebanding, about the 700 mhz system and someone told me this past weekend that nothing has changed. They said you could still monitor using the old control channels and talkgroups.

I was in Vancouver, Wa this past weekend and all I could pick up with my Bearcat 245xlt was 154.070, Clark County Fire.

If a new system is in place have they incorporated P25 or encryption into it and to what extent?

The current, in use, analog 800 system was rebanded some time ago, your 245 will not track a rebanded system( properly). The not-yet rolled out new, 700 mhz P25 system is being built out and some control channels and testing are active but haven't heard when the date to flip over will be.

The Portland simulcast 800 MHz sites should track with no problem after rebanding. They did not change any of the previous frequencies, just dropped the frequencies that were above 866 MHz. However, the various intellirepeater sites won't track without a scanner capable of customs settings for rebanded systems.

The 700 MHz P25 sites have been up and running for a while now. However, most of the activity on the 700 MHz sites is tactical ops that are all encrypted. I have about 6 or 8 talk groups, including the ComNet guys, that are regularly active on the 700 MHz side.
