Are these Talkgroups actually patched to the referenced VHF frequencies? Are they full time patched? Only part time patched? Patched on demand? Can trunking system users have unlimited access to the OSP radio system through these patches?

The OSP talk groups are indeed patched to the VHF channels full time. Traffic on 154.935 MHz will appear on talk group 17392. I have not actually heard trafffic from the trunked system to the VHF repeater, but I have been told it works both ways. I was also told that the OSP units in the Portland area had 800 MHz HT's that they could use on the trunked system.
As far as trunked system users having access to the OSP system, they would only have access to those two or three VHF repeaters. And I never have heard who on the trunked system has access to the OSP talk groups besides OSP...
The ODOT talk group is not a patch. the ODOT units in the metro area use 800 MHz exclusivly. There are also two other ODOT talk groups I think, 17072 and 17168. None of those are patches. I can't confirm that 17008 is a patch to ODOT VHF, - never heard it active.
