A follow up on this catch - Apparently this is indeed a repeater on the railroad channels, which is not unheard of, but kind of rare.

It is licensed to Portland & Western railroad under WQHB885. Repeater is located in Tigard, OR.

Input frequency is listed as 161.385 MHz, but I haven't confirmed that yet.

Special thanks to an inside, anonymous source for passing this along.

160.1775, 110.9 pl - Licensed to Beaverton School District, it has shown up on some lists as "BEM RP", which might stand for Beaverton Emergency Management (?).

It has had some random key-up with noise and a strong signal, but no talking lately...

469.5000 MHz, DPL 025 - WESS Security personnel at the PAC-12 Women's Softball in Corvallis, OR.

BTW, WESS stands for Whelen Event Security Services...
