It seems to me that if the system was half installed it might not work very well. I think the real problem was poor management and a "sure it will work....sign here" salesman.
But it relied on a digital technology called trunking, designed to function more or less like a cell phone system. And that proved highly problematic

According to Interop, one of the original goals was to ensure reliable communication among personnel with local agencies and state and federal personnel operating locally, notably the Oregon State Police, state Department of Forestry, state Department of Transportation, U.S. Forest Service and Federal Bureau of Investigation.
That's a lot of different agencies to communicate with. I think this is the part about the saleman.
