My quess is if Bond doesnt pass they will up grade the system anyway . There Homeland Security grants out there so City of Portland may have got grant to start system upgrade.

This system is already being built. They are replacing the old SmartZone core with a P25 capable one, and adding some 700 MHz sites.
I assume the bond is to completely replace the system with all subscriber radios.

A control channel has apparently appeared on 773.1375. Seen on NWScan.
