Such a device would probably be illegal to own/use in the US due to FCC regs. Even if it did "jam" the signal from a doppler radar, though, it would also very likely alert the operator that such interference was happening. Every single speed-measuring radar unit I've ever certified has some sort of RFI (RF Interference) indicator that raises all kinds of fuss if the unit thinks it's being electronically harassed.
The bottom line is that, one way or another, a trooper using either radar or LIDAR (especially LIDAR) is going to catch you if you're speeding, and if they choose to go after you.
I'm not saying this just because I work for WSP -- I'm saying it because it's an electronic fact, based on my knowledge of how these units work.
