has anyone found a software combination of SDR and DSD that will
RESUME SCAN the SDR software when the DSD software see's Control Channel IDLE for a period of time?

Since DSD doesn't control the SDR, it will be dependent on what you're using to control the it.
Also dependent on what type of system you're monitoring.

You could try something like AutoIt to make your controller jump to another frequency. Since DSD doesn't display information in the title bar, you might have to tail the event log and trigger it that way.

There's also a scanner plugin for SDR# that might resume on idle but I've never used it.

Lastly, if you're only monitoring a couple of freqs then you might just pick up another SDR since the price is now down to $8.77.
