I have a older gentleman who wants me to set up his BC15X for the city of Marysville,and I have some question
1.do I need to reband the scanner,and if I have to update the firmware what program would I use.and do i have to do anything with the band plan 1 and 2

15x is new enough that it doesn't need rebanding. I'm not aware of any bandplan adjustments you'd need for that area but I'm sure someone will speak up if its necessary.

Yes you need to use a custom "reband" band plan for the King County 800 Mhz system. I believe SERS also needs that as well for Snohomish County.
