Why does the Washington State Patrol, Seattle North, keep switching talk?

They are mostly on TG 59208 and then about once a month, they'll spend a whole day on TG 59209?
Is this like a "status bit"?

They're patched together, but some dispatchers select them as 'add A to B' and others 'add B to A', so the scanner or software might display them differently. Some versions of the Uniden scanners have issues with P25 patches - they only sense the one TG, so you need to program both IDs to assure receiving the patch.

As best I can tell, WSP has Both Seattle East and Seattle North channels built into the system. They're not busy enough to justify splitting them apart yet, so they're patched. But they could have saved some confusion by leaving one completely unused at the start: there were troopers switching between the two to improve reception when in reality they were on the same frequency and same site.
