You would think there would be a protocol on setting up a spike strip, by another agency rather than laying one down without permission.

From the video it looks like Trent Ave between Hamilton and Division, which would place it inside Spokane City PD. There had to have been some radio traffic if a strip was used.
Almost sound like a felony.
