SERS has nothing to do with this. They set up the radios and leave. SNOCOM and SNOPAC are two different agencies with two different policies, board of directors and ect... I'm guessing that SNOPAC board of directors felt that Locution would be a good fit for them while SNOCOM board of directors feels that Locution may not. You could go through SNOCOM's monthly board meetings
