Well, I know some agencies do this if they are transporting females or vice versa so if the person in custody tried to say the officer offered him or her sex or went somewhere, they would have proof how far they drove, legal stuff like that.

Begining and ending mileage stated to the recorder as is the starting and end times (by the radio operator) to document the transport and what thenewarea51 said. It counters any stupid claims may come up with.
(And the frequent customers will try).

In some counties, like Lewis, I've heard they charge you for the officers time as he's writing you up on the DUI. I knew an old guy, who happened to be a war veteran, who got charged a few hundred dollars for the time it took the officer to arrest him and fill out the paperwork, at some ungodly hourly rate. This on top of what he had to pay for probation, court fees, attorney, and treatment for his alcoholism. Nice deal, huh. Better be good! Maybe they charge you for mileage too, like whatever the taxi companies would charge you.

:D All of the posts have some merit but it comes down to the real only true reason. It's to protect the officer and the Police Agency from a law suit or criminal complaint of rape or assault upon any female that is transported or arrested. That's it. The FBI has a "TIF" Card. All agents must account for EVERY minute of the day. Agents turn in the "Time in field" cards to show that they are not just setting at a desk or meeting with members of the mob.
